Seeds Capital serves as the dedicated investment arm of Enterprise Singapore, the government agency championing enterprise development in the city-state. Its core mandate is to catalyze the growth of Singapore's startup ecosystem by co-investing alongside qualified third-party private investors. This unique co-investment model aims to mitigate risks for private capital providers while injecting crucial funding into promising early-stage companies. Seeds Capital primarily partners with venture capital funds, corporate venture arms, and family offices, leveraging their expertise and networks to support the development of innovative local enterprises.

The organization's investment strategy is firmly rooted in supporting Singapore-based startups across various high-growth sectors, particularly those with strong intellectual property or disruptive technologies. While not sector-specific in all its programs, there is a significant emphasis on deep tech areas such as advanced manufacturing, agri-food technology, medical technology, and urban solutions. Through schemes like Startup SG Equity, Seeds Capital actively participates in funding rounds from the seed stage through Series A, ensuring that promising ventures receive the necessary capital to scale their operations and commercialize their innovations.

Under the Startup SG Equity scheme, Seeds Capital typically co-invests up to 70% of the total qualified investment amount alongside private investors. For general technology startups, the government's co-investment is capped at S$5 million (approximately US$3.7 million) per company. For deep tech startups, recognizing the higher capital intensity and longer development cycles, this cap is extended to S$8 million (approximately US$5.92 million). While there isn't a fixed minimum, their participation in typical seed rounds means their co-investment can start from around US$100,000, depending on the overall round size and the private investor's contribution.

By acting as a strategic co-investor, Seeds Capital plays a pivotal role in bridging funding gaps and de-risking investments for private capital.
